Strategy
• Scoping with the service users a sustainable reflective TFM service for the DVSA which meets user expectations and ensures statutory complaints and accords with government policy and best practice for TFM services.
Governance
• Contract management assistance and advice to other teams for unplanned works delivery between £1k-£10k and X-19 Task Orders for planned project work.
• Responsible for implementing the necessary quality audits are undertaken to ensure work is completed in accordance with contract standards and KPI measures.
• Responsible for monitoring and reporting of Health and Safety of the DVSA estate to ensure compliance with statutory testing, policy and legislation and commissioning audits from third parties as they deem necessary.
• Representation of DVSA at H&S Committee. Reporting and managing compliance; address issues arising and areas of risk.
Stakeholder Management
• Contract management of TFM contractor and their subcontractors in accordance with NEC3 Term Service Contract to ensure strategic and day-to-day requirements of the estate, ensuring compliance with contractual obligations and measuring performance against key performance indicators and expressly service user satisfaction data. Agreeing and implementing contract amendments as required to ensure best value is obtained:
Delivery
• Ensuring reactive and planned works are delivered within agreed programme and budget.
• Stakeholder engagement with Corporate Estates Management, Property Investment, Finance, Procurement, Operations (as the main / principal client) & Health & Safety.
• Planning, programming and co-ordination with TFM contractor of Forward Maintenance Register, Planned Preventative Maintenance programme and condition surveys.
• Agreeing joint risk register with TFM contractor to ensure shared risks are minimised and mitigated.
• Financial and budget management including the annual forecasting for TFM contract duration.
• Prepare and maintain a proactive strategic communications and stakeholder management plan and overview of the contractor(s)’s client care and satisfaction processes, ensuring that appropriate service adjustments are made to align services with expectations
• Responding to FoI requests.
• Provision of advice/guidance and input to expenditure decisions across the Estate.
• Delivery of a consistent internal facilities management service across the estate.

• Execute management responsibilities effectively, working with, leading and acting as a role model for team members and colleagues, ensuring capabilities to achieve successful delivery of business performance whilst maximising the efficiency and effectiveness of the financial resources delegated in line with the Civil Service values.
