NEC Experience: Michael manages and administers the Council's Term Service Contract for Central Bedfordshire Highway Services including management of payments and setting targets for professional services and works, agreeing target prices, authorising applications, sample audits, managing early warnings, compensation events and recommending contract changes. Programme management is a key function within this role as well as managing a team of enthusiastic and experienced personnel.

Whilst managing the contract Michael secures continuous improvement in the Council’s performance in managing the highway network and creates a culture that embraces new practices and technology, encourages innovation, and creates a trusting and open partnership with the Highway Services contract provider.

The Highway Services Term Contractor (The Provider) is responsible for the delivery of highway maintenance schemes with an annual value of £10m capital and £5m revenue.    These budgets are set against the background of highways assets worth £1,400m over some 2,000km of roads.

Michael has experience as a Designer and Project Manager for highway and traffic engineering schemes. Project Manager for the Major Projects Division and Highway Services. Projects have consisted of all highway related road features and layouts including roundabouts, traffic calming, resurfacing, road reconstruction, junction improvements, drainage, public transport facilities and traffic signals. Conception including consultation through to implementation and completion.

Major projects have consisted of project managing a large town centre footbridge demolition and design & implementation of ground level walkway, implementation of Airport Parkway Northern Railway Station Entrance and a Town Centre Transport Scheme Inner Ring Road.

Michael’s highway design, project management and contract management experience is met with a Civil Engineering Degree, Construction Law and Dispute Resolution MSc at Kings College London and is an Accredited NEC Term Service Manager.
