NEC Experience: December 2016 to present – Moreton Hayward Ltd (MHL). Senior Quantity Surveyor working within the Contracts & Procurement team at the Port of Dover. Main responsibilities include:
1.    Framework Manager on an NEC Framework Contract delivering paving and civils works via NEC ECC (Option A & B) Package Orders. Specific delivery responsibilities include promoting and maintaining a collaborative working relationship with framework Supplier, contract administration, contract governance and commercially supporting Project Managers. Preparation of monthly reports monitoring the value of works completed and cost forecasting against budgets. Review and agreement of Supplier quotations. Preparation and issue of Package Order contract documentation. Preparation of bills of quantities in accordance with the method of measurement for highway works. Cost planning.
2.    Tender lead on the procurement of an NEC Framework Contract for mechanical and electrical services utilising the PSA schedule of rates. Specific responsibilities include preparation and scoring of pre-qualification and tender documentation, post-tender interviews, preparation and issue of contract documentation.
3.    Provision of commercial support to Project Managers on various NEC ECC and PSC civils and marine contracts.

April 2015 to October 2016 – MHL. Senior Quantity Surveyor as part of the QS function associated with South East Water’s AMP6 capital investment programme. Responsible for supporting the Project Manager / Service Manager in project delivery via NEC Framework Contracts under which schemes were delivered through NEC3 PSC, NEC3 TSC and NEC3 ECC (Options A, C and E). Specific responsibilities included involvement in the procurement of an NEC3 TSC for Minor Capital Works including production of a bespoke schedule of rates. Contract administration, contract governance and cost assurance audits. Preparation of monthly reports monitoring the value of works completed against forecasts and cost forecasting against budgets. Preparation of package order contract documentation including Works and Site Information. Significant emphasis on programme, change and risk management.

May 2013 to March 2015 – MHL. Senior Quantity Surveyor as part of the QS function associated with South East Water’s AMP5 capital investment programme. The programme was delivered successfully via NEC Framework Contracts under which schemes were delivered through NEC3 PSC & ECC (Options A, C and E). Specific delivery responsibilities include contract administration, contract governance and cost assurance audits. Preparation of monthly reports, contract documentation and the management of risk and change processes.
